Actually, a team can only get a comp pick if a player plays out his contract and then signs with another team. If a player is cut the team that cut him gets no compensation (and the comp pick formula of the team that signs him is not affected).
So if the Rams cut VJ they would have gotten nothing in return. And if he wasn't picked up on waivers the Rams would have been on the hook for the remainder of his salary.
If the Rams let VJ play out the season and then he signed with another team he would factor into the comp pick formula. But I don't think he'd get a big enough deal to matter: they only award comp picks for the top 32 qualifying FAs. And I'd be surprised if VJ made the cut.
Basically, they got almost $1M in cap relief and upgraded a draft pick when the most likely alternative was that they would get nothing.
