Is the defense allowed to launch over the top or step on top of the line?

It seems the only way to defeat it would be to have LB's and safeties take a running start and launch over the top of the pile, or the D lineman to push the o-lineman's head down and step on their back to climb over. I'm guessing this is not allowed as it doesn't seem to have been tried by anyone. Other options would be to send wide rushers like on a a kick and have them come in behind and try and rip the ball out.

It does seem like there's the potential for Hurts to get injured as he could hit in the leg while he's engaged up high. That would likely be the end of it.

I'd like to see some creative DC's figure out how to prevent this before adding to a giant rule book. Everyone could do this play, and not everyone does, which makes me think that's it take time and practice to get it right.
