IMO this could signal a shift in scheme away from their customary Tampa Two zone scheme to more of a Quarters scheme as used by Staley. In that scheme the role of the FS is increased and his ability to read correctly is necessary due to his multiple coverage options. What this also means is if played correctly the coverage is man within a zone concept. It's why you don't want a rookie on the back end. If played correctly it would put an end to the uber soft coverages Morris normally plays. This also could be the result of Pleasant's influence. Remember Pleasant's last year with the Rams was as Staley's DB coach.
From what little of TC that I've seen it would seem to support this change. It could also mean they feel confident of Tomlinson's ability to fill the SCB role. The quarters scheme works best with a nickel alignment or you need a good coverage LB. With Hampton's speed they could potentially have that role in him as well. Either way you need a LB that will "spy" on the RB and keep him covered.
Johnson's experience is certainly welcomed regardless, but I'm also hoping that it signals a change in how the secondary will be played i.e. a return to the aggressive style of Staley as played with Pleasant as his DB coach. This is exactly why when Pleasant was signed I immediately hoped that his experience with both Phillips and Staley would bring a return to the aggressive style of DB play.
