Didn't we draft Tutu to be WR3?

If Tutu hasn't won that WR3 spot in his 3rd year, he might not ever win it. Is it safe to say Tutu has not lived up to the expectations McVay had for him when the drafted him?
IMO, this is Tutu's last year as a Ram unless he really breaks out this year.
Tutu has some good competition for that spot this year. IMO, his experience (2 whole years) is the only edge he might have on the other dudes.
