It now certainly seems like what you are saying.

I think the original plan though was a rebuild in 2024.

2022, hoped to have a shot at repeating. Not even close due to injuries.

However, if 2022 had been a serious playoff run then I think 2023 would still be a year for going for it. I think Jourdan in one of her podcasts alluded to this idea.

They might have pushed the cap can down the road another year and keep as many as possible for another run this year.

But with last year being so dismal, 2023 became the blow up year a year earlier than planned.
