With the cap moves they have made and now retaining Shelton it buys them time with Allen.

They could, for example, keep him through the Draft and see who they end up adding there. Releasing Allen before June 1 saves them $2M.

Or they bring Allen into camp, see how he holds up, how others around him play, etc. and make a decision then. Release him in August and they save $4.4M.

Or maybe, like in 2021, he comes in and surprises everyone. Who knows.
