Why put your best All Pro HOF CB on a RB or TE when you are "lacking" talent at CB already?
Depending on a lot of things (score, time left, field position, etc.) you might expect the RB or TE to be the primary target on a given play. Why not have Ramsey cover the #1 option on a play rather than cover a WR that isn't going to get a look?
