When the June 1 provision was first negotiated the player actually had to be cut after June 1 to get the cap relief. What was observed was the players were negatively impacted because teams would hang on to guys for months just to wait until June 1 to cut them, depriving those players a lot of opportunities to catch on with another team. Teams were also hurt because it essentially created a 2nd FA period, but no one really knew who would be available June 1 and who wouldn't.
The provision was changed years ago so a player could be cut after the league year starts and the team could call it a June 1 cut for cap purposes if they wanted to. But the player could sign a FA deal immediately. A true win-win.
Bottom line, the Rams can cut BWagz after March 15, call it a post-June 1 cut for cap purposes, and BWagz can sign with anyone any time after that.
