I will say yes, they should call it the same for EVERY game. You shouldn't change the rules because it's a "bigger" game.
Sometimes however, the refs aren't even consistent within the same game so it's really hard to say what is an "acceptable" standard for what should or shouldn't be called a penalty.
I think "consistency" is the main thing that needs improvement. It sure looks "suspicious" when suddenly a flag is thrown at a crucial time for something they have allowed all game.
I have said before that we need full time referees. It doesn't make sense to have part time refs in a billion dollar league.
Hire the best refs you can find as full timers and train them to be even better. Dedicate more time to making sure they are up to par and doing a good job.
Especially now that the league is in bed with the gamblers. Bad refs and blown calls are a recipe for disaster.
