"The road to he!! is paved with good intentions." The NFL has had an issue with racism from management for decades which reflected (and still does) a wide swath of people in America. There is nothing wrong with attempting to enforce a level of equality concerning race however the execution of it is what is lacking.

The Rooney Rule is flawed and everyone knows it but the NFL is trying to show that it is trying for some level of equality in a world that lacks it in many sectors. It's far from ideal, is an insult to most and overcorrects the issue. Thus it becomes more "show" than substance. But if anyone can show that the problem has been eliminated I would certainly love to hear it. It remains an issue that divides people for stupid reasons but is far from resolved.
