Every time I've heard from the supposed insiders, they've always used qualifying language when talking about a $20M + offer. E.g. They probably are in the $20M+ range. On your question about the affordability of 2 CBs both costing 8-9 M, it's a fair question but I think it resolves with them wanting to keep as many good players as they can for the next two years for SB runs.
