If the water right are not contracted for YEARS, out of Kroenke's control... but then, I'm basing that on Calif. water right... I have no idea how it works in Texas.

Never the less.. if the city has rights to the water then to not have some type of contract would be shocking... and since it's 'government' even without a water contract my guess is they'd win in court. - JamesJM
