Who I call the best fans in MLB, had a major drop. My first MLB game ever was in St Louis. A battle for last place, in GAWD AWFUL heat and it was jam packed with a playoff atmosphere. Granted, that was 1988 but still... I'm betting they are counting tickets sold but not used.
The Cardinals had a major drop in attendance because since 2016, the Cardinals have missed the playoffs 5 times. They missed in 2023 and 2024, too. Cardinals fans aren't used to that and have been showing their disapproval by not showing up to games. They were pretty loyal from 2016-2018 when the Cardinals didn't make the playoffs either, but at that point, the expectation was "this won't last forever". Well, losing seasons have taken hold and fans are getting tired of it. At least... that's MY take.
