I think that analysis is correct if we had the same water table as we once had. At bottom is the fact that we have less and less water every year to be distributed amongst an ever increasing demand . As this continues it is only natual that politics enters the frey (as if it never did). Look to the issue between the western states over the Colorado River and California.. We wouldn't have that fight if we had the same water supply as we did 50 years ago and we also would not have this discussion either. The hard truth is that until we do something drastic and quick, the warming of the planet will increase exponetially and we will continue to lose our ground water into the atmosphere resulting in more and more dangerous weather cycles like what we've experienced in the last few years. Until then we will continue to fight over whose rights to a depleting natural resourse have superiority. A wise person once told me that the next World War won't be over oil, gas, etc. It will be over water.
