Sorry. The LA Times and especially Skelton would be the last source I would go to for information on our water situation.
Of course underground is the best storage and the way that underground is replenished is by flowing through our earthen canals, which percolates to the below ground aquifers. Some of that percolation also occurs as crops are being irrigated. More storage means you have more water to fill those aquifers.
