But it doesn't "solve".
Our winter snows do not gradually melt. They roar into the ocean. We can have a twp three day artic blizzard and then a summer week. We have no way to capture the "rush". If it was gradual it would help reprenish the aquifers but tha's not California. Besides, we have no idea how much we have left in the aquifers other than by satellite images. We know how much we are losing but we don't know how much is left.
