Jefferson providing he is healthy and continues to mature would seem to have the WR3 spot all locked up. His is one of the best WR3 in the entire league. Skow has a very long way to go to challenge Jefferson who right now could be a decent WR2 on many teams.
Tutu I believe is in competition to prove that he can be an effective weapon that brings something different and dynamic to the offense and if he demonstrates that McVay will find a way to deploy him to take advantage of his unique skills. Right now I don't think that he has the body to be a high usage player which is why I don't see him being in a typical WR3 role where you might be in for 70-80% of the plays. However, providing Tutu proves he can be a weapon, I see him being in for 10 to 15 plays and the Rams lining him up at different positions on the field to create mismatches. The one thing good about being small is that Tutu will be hard to find and McVay will do his best to use him to spring surprises on the defense. If all this were to work out it would be harder to prepare for the Rams offense and would add an element of danger to the offense as Tutu given space can has the ability to create explosive plays.
Anyway if Tutu works out this year which I still think is a big if that would be my vision of what he will bring to the table and how he would impact the offense.
