For me it's an easy choice: B
Not necessarily because I think Stafford is better than Kupp, or even that Stafford is a better QB than Kupp is at WR. It's because the drop off at QB without Stafford is significantly greater than the drop off in potential receivers without Kupp.

Good QB’s will ALWAYS be any team’s MVP. And their salaries and rarity reflect that.
