The refs let them play for most of the game, but when its near the end of the game and a team is in the red zone and trailing they are gonna give them every opportunity to score. Its been that way for at least 20 years.
Keyshawn Johnson offered an explanation for this: he said that as the LOS moves closer to the end zone, the officials can stay much closer to the action and the players, and they can see more.
If that is true, then the likelihood that more infractions would get called seems like it would increase.
