Cincy struck gold with Burrows/Chase in the first round.
They also have the lowest number of scouts in the NFL at 8 or so.

Rams are above average with like 26 scouts or so.
I think Baltimore leads the league with 30+ scouts

Need those scouts to find late rounders.

Many ways to build teams. If Cincy wants to give away 1st rounders, they'll need to up their scouting staff to support late round and day 3 draft picks.
Otherwise, they seem to do fine with their #1 picks and then filling in blanks with serviceable free agents.
