If you'll notice all of SoCal is paved over except for the desert (and it's getting that way). Open land that is suitable simply doesn't exist.
Using or remodeling an existing facility is about the only hope. And, to be honest, I'm not sure why their Thousand Oaks home isn't sufficient. It's a nice facility.
Further, you have to be very careful from a security standpoint where is it, and from a political consideration so as not to touch a political hot button like gentrification.
