Just to play Devil's advocate, the answer is appearances. A close SB is much better for the NFL than a blowout. Also, plausible deniability. A good con isn't going to be obvious. If every call went one team's way, it wouldn't be believable. Aren't there plenty of accidental open mic calls where the head referee is trying to sway an official who threw a flag?
