I'm not arguing it's fair. But the way you formed the Q earlier -my answer is no-why would a team , after winning the toss, not take advantage of ball possession for the chance of a game winning td. IMO if a team wins the toss and elects to defer the only reason I can imagine is they believe they can stop the other team and then win it on a FG.
