The NFL Players Association negotiated those rules with the NFL on behalf of the players. Because this is part of their labor agreement the players are bound by them even if people outside the NFL are not. This is between the players and the NFL and what anyone else is required to do (or not required to do) doesn't factor in.
It's no different than any union agreeing to a contract that stipulates that they get 2 weeks vacation a year. It doesn't matter that some other people get 4 weeks a year: what matters is what their agreement with their employer says.
And I stand by my previous comments: Rodgers is under the microscope for 2 things: he allegedly didn't follow the covid protocols that his union negotiated on his behalf and he allegedly lied about following protocol.
