The Bucs went 3-and-out on their first two drives so there is that. (And their 3rd drive was just 6 plays.)

The Rams' opponents are 1 for 7 on 4th down: the D got stops on 3rd down those 7 times to force 4th down, and then got stops on 6 out of 7 4th downs attempts.

Seems like they have that kind of ability, perhaps they just need to apply it more consistently?
