Something they could have done sooner as we all discussed earlier in the off season when Akers went down. I think we all knew our RB rotation is garbage.
Making a move now means the RB will need to learn the system quicker. Thankfully RB might be the easiest position to learn. It's the pass blocking required within McVay's scheme that concerns me. That's why I have been asking for a vet to be brought in. A vet should be able to pick things up quicker and the experience would be very helpful.

There will be many more RB's to choose from at cut down time than now, or since the beginning of training camps.
If the Rams thought their RB rotation was garbage, they would have already made a move. They are never shy about aggressively going after players. They wanted to see what they had in the young guys and they know the best time to pick up a RB would be when cuts are made. So there is no rush.
A RB signing will almost certainly be a Vet, so they should be able to quickly contribute, if needed.
