The issue is going to be how young Jackson does in the final 2 preseason games. If he looks good, they may have to decided between keeping he or Perkins on the 53, or keep him, waive Shelton, and sign him to the PS figuring Noteboom and Evans for gameday guys, in case Allen goes down in a game, but having Shelton ready to move up if the injury is more than that 1 game.
