This is the key. Goff is very good when in a rhythm but when he gets flustered or tries to press

...and Goff didn't.
Stafford is more arm-talented and will gamble on throws too....but is far better taking passing risks.
Stafford also scrambles far faster & decisive than Goff and with more pocket awareness. imo

I thought it was even worse, though, when he would stand in and try to throw. That's what led to the strip sacks and so on. Often he would just simply not take a sack.
Sometimes when he ran it was effective. There were times he bailed on the pocket and it worked. I don't think Goff gambled on throws, I just thought he would throw when he shouldn't--with his mechanics off, and such. To me gambling is forcing a throw downfield that is risky because of the coverage.
Stafford is a vet who has seen it all. He will have bad plays too but he has seen so much, he will have good in-game instincts.
