Is that the case for all zone blocking schemes?

I know linemen in a zone blocking scheme are built to be smaller and athletic so won't they always get bull rushed by a bigger defensive tackle? I feel like if goff had a little more mobility in the pocket they would have looked a little better. Not even like DeShaun Watson level. just like what Stafford has. The ability to move right, move left, improvise a little bit. Or am I way off?
