They are doubling down on Woods and Kupp by restructuring them (essentially locking them in through 2023) and spent the 57th pick last spring on Jefferson. So they have the advantage of- in theory- having their starting QB, RB, top 3 WRs and TE all together for the next three years. They need a complementary piece with speed to add to that mix.
