Although overthecap lists all 64 players they only include the top 51 in their cap reporting. If you scroll down their list of 64 players you will see 'Top 51 Cutoff' right between Devlin Hodges and Eric Banks. The 13 players from Banks on down are excluded from overthecap's cap calculations.
