The NFLPA provides a "Top 51 League Cap Report" which is "generated daily." The Rams have 65 players under contract. According to over.the.cap.com, The bottom 14 players who don't count toward the Top 51 amount to a total of 9.720 M.
I suspect that the 23 M number just does not include that 9+ M because the person claiming it's 23 M did not notice that the NFLPA only reports on the top 51 contracts.
