Yeah I think that's part of it.
When Pleasant left we had that discussion (we meaning a bunch of us here). One way to build in continuity is to promote people so they are not as easy to move. It was easy to promote Pleasant to secondary coach and passing game coordinator, and Detroit set it up to NOT be a blockable, lateral move. The Rams response to that is to make it harder by promoting the guys they have. Which is what they did with Evero and it's smart IMO.
But I do think Evero deserves it inherently too. For a long time, there has been talk of how good Evero is as a coach. Actually in 2018 Evero was targetted by USC in 2018 too. He has been seen as good for a while now.

And that’s where I would suggest Evero’s name came up for the Trojans having recently let Defensive Backs Coach Ronnie Bradford go last month. Evero would likely have an opportunity for a bigger role at USC than he enjoys with the Rams under Pleasant who is a rising star in league circles on the defensive side.
Anyway I believe Evero is good, deserves the promotion, and that promoting from within is good Rams policy. They did it a few times this year.
