Both have defensive head coaches who are tired of messing with QBs. Goff has gone through intensive development with McVay and there's room to tell yourself that he could rebound. Which is important for the team trading for him.
Saleh won't make that mistake. He gameplanned Goff for years and will have a different perspective. Nagy will see a lot of things he's already gotten from his QBs when he looks at film so doubt the Bears are a consideration. Patriots same Belichick knows Goff at QB means your offense can be offtracked with some pass rush and disguised looks. Houston will use their QB trade windfall if they trade Watson to move up and get a cost-controlled draftee. Green Bay has a coach who knows Goff's issues better than anyone so they're out too.
Both Wash and Denver have a ton of cap space too. Think there's a good chance it's one of those two.
