In my mind this is a toss up with the critical factor being just how well Goff's hand has recovered.
I believe Goff is a better passer, Wolford a better runner, although he ran with some stupidity in diving in head first. Wolford's passes were not all that great but it was his first start. I expect him to be better the 2nd time around.
There is truth in the criticism of Goff, he's not been that great, but he is capable of improving. Sometimes he doesn't look like he is going through a QB-check progression, sometimes he does. Sometimes he moves well and buys time, somethings he doesn't. You can easily see the difference in movement betw. Goff and Wolford. I thought Wolford moved much better and did his progression slightly better.
This isn't a black and white, all or nothing issue, its a question of degrees or shades of gray.
I don't think our defense is capable of winning this game like they did against Seattle. Our run game will have to click again, (yeah Cam was excellent), but our QBs are going to have to perform better than they did against Seattle.
If his hand is decent then I'd like to see Goff start, if not then he should sit. If he begins to choke then McVay should pull him quickly.
