Here's the scenario:
Jared..... no one is 100% in their throwing hand in 13 days after thumb surgery! Although Wolford is starting, we're suiting you up. We can beat Seattle with Wolford, but this is still your team. After we beat the Hawks, you'll have another 8 days to heal. If Jared plays, the Seahawks will smell blood in the water and go after his right hand because he already doesn't protect the ball well.
Start Wolford and see how it goes. Suit Goff and tell him to be ready. If Wolford protects the ball, moves the team, and plays decently, the Rams can win. If Wolford is not hitting receivers or not playing smart, you tell Goff to go in. You can NOT do it the other way around.
The argument that Goff is owed this start or that it would be a slap in the face since a lifetime ago he was in the Superbowl doesn't play. He has been a turnover machine this year. He can be unhappy all he wants; it would be his own fault. But I really doubt Goff would say he wants to be traded or publicly complain.... and who cares if he does? He won't be traded, because the Rams aren't going to let him go, or take the cap hit, and nobody is going to pick up that salary.
This is by no means like the Wentz deal in Philly. That has been handled about as bad as it gets. Wentz has been thrown under the bus; Goff has not. Goff would not be playing because he has not played well, he'll not be playing because he just had surgery on his throwing thumb, which means everything about his grip.
