When a team is on the clock during the draft they typically have a group of guys rated about the same. I bet every team in the league picks a guy from 'their' group that a.) has a skill set that aligns with team philosophy (e.g. 4-3 DL vs. 3-4 DL, zone blocking OL vs. man blocking and b.) fills a current or near-term need.
The idea that a team stacks their board and simply drafts whoever is the highest rated guy when their turn comes up? That doesn't happen.
