I think in this of all years expecting rookies to come in and just make a splash is unreasonable. For one, he came into this team with three established WRs in front of him. Two, no OTAs and a
very abbreviated camp. Three, zero preseason which is where he'd get extended work.
His playing time has been sporadic- 59 snaps over the first two games and only 7-8/game on average since. He has made some catches here and there. I would guess ends up with something like 18-20 catches but for a WR4 rookie I just don't see it as a negative. I think if anyone expected he would come in and catch 40 balls as a rookie they were mistaken.
Everett, Reynolds, others all more than doubled their receptions total in year 2 and I would fully expect that is the case with Jefferson. Heck, Reynolds has a decent shot now at 50-55 catches as the WR3. That job will be Jefferson's next year.
