I would take a different approach if I was in charge. If the other team put their #1 CB on Woods and doubled Kupp with their #2 WR and a safety over the top I would throw to Reynolds against their #3 CB all day long.
Like you, I see Woods and Kupp as a top-shelf pair of WRs, but in the scenario I laid out, throwing to Reynolds has the best chance of success. Why not just take what the D gives you?
Besides, if the Rams are successful throwing to Reynolds the D will probably adjust, which opens things up for Woods and Kupp. That's the beauty of the WR depth the Rams have: let the defense pick their poison and make them pay regardless of their choice.

Woods
Kupp
Reynolds/Jefferson
Higbee
Everett
Akers/Hendy
Some combination of 5 of them on every play must be defended by the opposing D. That’s a tall order, huh?
