Special teams quality is, to some extent, a product of the quality of the bottom 1/4 of your roster. And when you're a team that is top-heavy in how you pay players then the bottom can get eroded somewhat.
That said, the Rams' ST issues right now are mostly, in my opinion, with the kicker and not the unit as a whole.
