Honestly, part of it might just be there is simply no one beyond the top 5 worth keeping on the 55. Could mean they keep one on the PS because they feel, for example, Xavier Jones might get poached if they don't keep him. Or maybe they will explore the waiver wire at final cuts to bring in a WR6 from elsewhere.
