No, a cap floor does not mean the cap is significantly lower. The league is going to spread out the revenue loss over 4 years. That gives the Rams enough space to sign their 2 big 2nd contract guys.
As a rule, dreaming about players signing for less than what the market says they can get is kind of a waste of mental energy. We wish. It doesn't happen with 2nd contracts though.
