I don't think that's accurate. I think OL rankings are not just based on success or lack thereof of the offense. There can be such a thing, for example, as a good OL that does not have a great offense.
Just to use PFF for a moment--not that they are golden, but they're useful for this discussion--they list 4 offensive lines in the top 10 whose offenses were not top 10.
