Yeah I see most people saying he injured the knee in that game. Some say he was out of shape before PIttsburgh. He could have had a different injury before the game, not the knee. I like the Talib theory, which says that many players did not work as hard in that off-season and may have backslid. Also the OL did not play together in the pre-season and they started the season out of sync and rusty. Or it could be all of the above.
But as others said, they kept him, so, there's a good chance they believe he can play and that 2019 happened for reasons they know about, reasons that do not have them doubting he can play in 2020.
