Yup. The Rams parted ways with Gurley & Cooks this year so they'd have enough room to sign Kupp, JJ, and Ramsey in 2021.

I think that's the plan at least for Kupp and Ramsey. With Burgess in the fold now I can see them letting JJ go.

But intentions are still not execution. It's possible for any of the three that are not tagged to get away. They can only franchise tag one.
