Yes, that seems to be their strategy. And while they've been pretty successful with it overall, it's difficult to get an elite talent that way. The kind of elite OLTs that are regularly in the pro bowl and can be counted on year after year. Whit's been really solid for this team, but nobody puts him in the elite category. It's not a question of investing a high pick in an OL just for the sake of doing so or to placate fans, but to sprinkle in a couple of those elite talents on the line.
I like what they've done with the O-line generally over the years -- the line was very good in 2018 -- but believe that if they really want to get over the hump, they need to have a borderline great O-line. And it's tough to do that with mid round draft picks and FAs.

You can name some good ones. And odds are just as good that the good ones you name were not originally picked in the 1st round.
