I don't think the 53 man roster has anything to do with how many players the owners want to pay . The CBA was negotiated between the owners and the NFLPA and agreed to by both sides and it gives the players around 47% of all league revenues. That money funds each team's salary cap. This year the cap is $188.2M and I can't imagine the owners care if that money is divided among 53 players or 60 players.
