mistakes happen sometimes between the RB & fake...

the RB moves off too far or forgets - and the QB is left to "fake" to air...and it looks preposterous, I agree!!
unless, it happens on every PA fake by Goff (and it doesn't from what I've seen - but I HAVE seen those misses too, Jem)
then I'd say it was the RB who forgot to move towards the QB fake or got distracted with a defender or somethin...
cuz the QB is kinda locked in with his steps/timing/fake motion and cannot chase the RB for a good fake hand-off.
I saw Manning do the same thing when faking PA to air....it looks ridiculous but a QB must carry it all out to keep the timing of the play.
