First..........They are keeping the cornerstone players paid and happy (AD, Whit, Hav, Talib, Fowler, Cooks, Woods and Gurley).
Second......They are letting the the other players go see what they are worth (Suh, ect.). Also, keeping the door open if they decide to sign for a lower rate.
Third......They are drafting players to "upgrade" or replace marginal talent (Countess, Joyner, CJ).
Fourth.........The Scouts and drafting Dept. are working together with Snead/McVay, Phillips and coaches.
Fifth........They are getting FA's on 2-3 year bargain contracts (Bortles, Weddle, Matthews). Fill holes with immediate talent.
