Comes down to what guys are the best in man coverage. If they play zone I could see Rapp playing more since he will be somewhat protected, allowed to play to his strengths. But if they go man, versus 4 WRs I don't see Rapp in man coverage and Weddle is likely the better S on the roster.
Safety is also a position Im not so sure you want to sub rookies into if you can avoid it. One mistake is costly at that position.
None of this should be taken as a shot at Rapp's ability. He is not a man coverage player I think, if he is then great--huge bonus.
